Export of waste paper from Russia is a problem of nationwide!

Last week it was appeared the news that the ban for waste paper was imposed in Russia. "This decision will allow to decrease deficit of waste paper and to increase the volume of its processing", it was mentioned in press of Economic Development Ministry. Intention of the government to close the borders for waste paper export from the country, it is an excellent matter to explode a myth that there is no place in Russia for waste processing. Popular ecologist Alexander Tsygankov, project manager of toxic program "Greenpeace in Russia" told aboit it the following.
Not enough mills – or not enough waste paper?
We meet with different refuses from officers personal very often.  When in 2014 we asked mayors and governors asking to do separate waste collecting, many of them told us the following: we will not do it, it is not real, and we do not have any place for processing the waste. And there is no demand for raw material. 

But now when the mills had shut-down because of not enough raw material, it was spoken about on federal level, and big mass media wrote about this problem, so now we should return to this issue.
During last years in Russia machines were started-up which are able to process 700 000-800 000 ton of waste paper per year. In general according to the data of waste paper processing league existing mills in the country are ready to take about 4 mln. ton of wastepaper ( there are also some stopped areas where civil work are in the process for 700 000 ton). Is it much or little?
According to the data of waste paper processing league annually it is about 11 mln.ton of waste paper, board and cellulose. It means if all capacities will be in operation, they can process less than half of waste paper. It means that in future for full decision of this problem we need new machines for the process.
But in their documents officers did not think that even now processing plants did not work in full capacity. In 2013 they processed 3 mln ton of waste paper and almost all amount kept in trade activity (where board boxes are kept on the warehouses) or in office centers (which gives used paper for printing).Almost one million ton of paper could turn into in new goods and things but it will be put on waste deposit. It seems that everything is normal with mills, the problem that it is not enough waste paper.

This year it will be processed less waste paper, the blame of this is economic situation: because of peculiarities tax system and difference in rate exchange for collectors of waste paper became more profitable   to export it for sale outside of Russia.
